Clubs General Liability
The Situation
Following the growing need of assistance within the Motorcycling & other “high risk” industries, OTTA Insurance has been working with partner insurers and the COA (CAMPING, OUTDOORS & ACCOMMODATION CO-OPERATIVE LTD) to provide an independent, ongoing insurance solution to these industries, via both APRA authorised (Australian Government Approved) and UFI/DOFI (non-approved/off shore) providers.
What we have accomplished
You may have seen some media released by the COA and previously operating RSA which relates to clubs now having access to insurance covers which for some time now have not been readily available via the standard Australian Insurance market.
We have been able to successfully source a cover option for clubs in Australia, via an APRA approved/authorised insurer, to allow for clubs to be insured and operate independent from the current primary operating association bodies.
What we require
Clubs are required to provide the risk information documentation requested by the insurer before formal binding terms can be provided by the insurer. Example of these items are as follows:
- Completed Insurer Proposal form
- Turnover
- Total Members
- Volunteers – numbers and split activities (what they do)
- Clubs’ safety policies. Rider and spectator
- First aid policy.
- Proof of security/protection in front of or around spectators viewing area.
- Vulnerable peoples/ abuse policy
- Code of conduct policies (COA – Code of Conduct to be followed)
Once all the information is provided by the club the insurer and our office can work to finalise negotiations to confirm acceptability for formal binding terms for your location.

1. What type of cover is available?
An indicative structure for the breakdown of covers has been provided from the insurer for clubs as follows:

- Fully paid-up membership with the CAMPING, OUTDOORS & ACCOMMODATION CO-OPERATIVE LTD
- Must adhere to the CAMPING, OUTDOORS & ACCOMMODATION CO-OPERATIVE LTD – COA Code of conduct.
- Any Meetings or Social events with 500 people or more must be Advised to the Insurer for consideration.
If there are any changes in conditions or information the Insurer has the right to withdraw terms provided and requote if required.
Business Description: Motorcycle Sporting Club, Club Meetings and Social Events
LOL GPL (Liability): $20M
Excess: $5K
Management Liability: $1M
Indicative Minimum Premium: $6,014.25

Full Participation Exclusion:
It is hereby declared & agreed that this insurance does not apply to, and we will not indemnify you for, any actual or alleged liability caused by or arising directly or indirectly out of or in connection with Personal injury or Property Damage arising out of the participation in any sport, game, match, race, race days, track days, lesson, training, practice or trial.
Contractors Condition:
It is hereby declared & agreed that all stallholders, contractors, suppliers and service providers must carry their own Public Liability insurance of a minimum $20,000,000
Management Liability Endorsement:
1. It is hereby declared and agreed that under Part C Management Liability, The Cover, insuring clause 1.c is deleted and replaced with the following;
c. indemnify you for all Loss incurred up to a limit of $100,000 arising from an Employment Practices Liability Claim.
Please note that the following conditions apply to all Parts of the Policy.
It is hereby declared and agreed that:
1. the insured has in place and adheres to documented risk management procedures. The risk management procedures must be reviewed annually.
2. all operational equipment shall be subject to a maintenance and service inspection prior to each hire or use and such inspection is to be documented.
3. all activities undertaken shall be performed in compliance with all relevant Australian Standards for the industry and activity undertaken.
4. all operational equipment shall meet the relevant Australian Standard.
5. only equipment and/or activities declared to us and noted in the policy schedule are covered by this policy.
Failure by the insured to adhere to these conditions may result in denial of a claim or the reduction of a claim settlement.
All other terms, Exclusions and Conditions remain unaltered.
2. There is a Participant Limitation/Exclusion applied to my quote. What does this mean?
Participant limitations and exclusions are a significantly limiting factor when applied to your insurance covers. There is no denying that in process of sports, injuries and property damage can occur daily.
Participant limitations/exclusions can limit/remove coverages available to you and your members in the event of an injury or property damage occurring following participation in a described activity at your location. Further, these exclusions can impact the ability for you and your members to receive cover from your insurer for injuries/property damage to other third parties such as other participants engaging in activities at your location.
The intention of insurers who apply these limitations/exclusions is to reduce exposure from the sport related activities, whilst simultaneously maintaining, to the best of their ability, cover for injuries to spectators or damages to their property, and standard club operations.
These reduced cover options are also generally accompanied by a relatively competitive premium when compared with alternative offerings which do not contain these limitations/exclusions.
Unfortunately, within the Australian Insurer market, there is limited to no insurance offering available that can cater for participant coverages in all aspects of sport.
“High Octane” industries such as Motorcycling, unfortunately, fall within the cover exposure within the Australian market, as exclusions such as these can be found almost anywhere you search via Australia’s Insurers. If the insurers are even willing to offer these products/covers at all.
We further recommend seeking independent legal advice when taking out these forms of covers to ensure you are educated and aware of the restrictions and how they may apply to you, your club, and your members.
3. Can we obtain covers without participation exclusions?
Generally, our office recommends that sporting clubs involved in activities that can lead to injuries to participants or damages to their property, should maintain participant coverages where possible.
Given that the Australian Insurance market has not presented itself with a readily available solution to clubs on an independent basis, our office has sourced alternative offerings from our offshore insurer markets, with responses received from insurers being able to provide participant cover offerings being available on a case-by-case basis with premiums starting from $50k annually.

4. What happened to the RSA. Why can’t I just be insured via them anymore?
Daryl Petch, the founder of the RSA, has been operating within the Australian Motorcycle Industry and other leisure/recreation industries within Australia for many years.
Daryl has spent his time advocating for the grassroots clubs and small businesses operating within Australia to assist them with solutions surrounding the many problematic situations which arise within their course of operations. Such as the difficulties to source insurance covers within Australia.
RSA was born from the desire to provide a cost-effective solution for clubs and their members, to allow for them to continue to partake in their passions without causing significant pain to their wallets. To ultimately bring families and friends together whilst bolstering their passion for motorcycling and other high-octane sports in Australia and across the globe.
Unfortunately, through difficulties faced throughout the year, RSA was unable to continue its mission to support the industry with coverages which could rival the primary association bodies, at a cost which was significantly reduced to allow for clubs to operate more freely and frequently.
The cost of this support to the clubs exceeded 7 figures last year, which the majority was brought on by the RSA team alone.
Following which, due to an overall lack of support, RSA has been required to close its doors as of 13 th February 2026 after providing one year of cost-effective coverages to its participating club and members.
5. What is the COA? How do they tie into this?
The COA, or CAMPING, OUTDOORS & ACCOMMODATION CO-OPERATIVE LTD, is an industry body which has been working simultaneously to the RSA to assist with leisure and recreation industries Australia wide.
With his support, Daryl has further worked with the COA and OTTA Insurance to attempt to salvage an ongoing solution for the high-octane clubs across Australia, with an emphasis on supporting those originally partnered with the RSA.
Through our combined efforts, a solution has been put together for clubs. With a cost-effective option available from insurers right here in Australia, to provide sporting clubs with the limited covers which potentially meet the minimum requirement to allow them to continue to operate independent from the primary association bodies.
We have also further sourced an alternative, cover focused solution, which can be made available to clubs on a case by case basis from our off-shore insurer networks.
Looking to the Future
When it comes down to covers and cost, a group buying power is required to create an ultimate ongoing solution for all involved, however, a group buying power also requires unity in the application process for clubs and their members.
As clubs continue to wish to be free to choose their own insurance solutions independently from each other, we will be required to continue to provide the independent solutions currently available to us.
Our mission however does not end here. Through ongoing support and growth, our offices will continue to evolve and adapt to the needs of clubs and their members.
